It was at the Stockholm conference in 1972 that the environment began its status as international law, when the United Nations Organizations realized the need to preserve natural resources for human beings to have a better life. The Federal Constitution instituted the balanced environment as a fundamental right and through constitutional amendment number March 24, 2000, included housing among social rights in its sixth article. They are values intertwined in the same international perspective to human rights, which is not always harmonious and peaceful and thus seeks the necessary balance of interests and thus measuring weights and balances.
