The research contains the legal regime of administrative contracts, the obligation to bid given by the Federal Constitution, prerogatives of the Public Administration in relation to contractors, the way in which bidding takes place and its modalities, and how the execution of administrative contracts itself works, analyzing the that the State does to ensure that activities are carried out in the best possible way, including supervision. To support the studies, numerous concepts were brought from experienced authors, laws, and jurisprudence from the TCU - Federal Audit Court. For the research, laws and books were used, acquired, combined with empiricism.
