Resumo
A Defensoria Pública é uma instituição permanente e democrática, desempenhando uma função de extrema importância no sistema de justiça ao fornecer assistência jurídica às pessoas carentes e ao promover mudanças sociais. Nesse contexto, este trabalho de conclusão de curso realiza uma análise dos compromissos legais dessa instituição e seu papel na garantia do acesso à justiça para aqueles que têm recursos limitados. Ele examina o conceito, a evolução histórica e os movimentos que contribuíram para o desenvolvimento do acesso à justiça, reconhecendo-o como um direito fundamental dos indivíduos. Também aborda o histórico constitucional e legal da Defensoria Pública, seus princípios institucionais e as funções que ela desempenha no contexto jurídico do Brasil. Por fim, tem como objetivo compreender de que forma a Defensoria Pública do Estado do Rio Grande do Sul atua para promover o acesso dos apenados aos seus direitos no Estado. Visa entender a importância do acesso à justiça e de uma justiça igualitária, especialmente no âmbito criminal, as funções da Defensoria Pública, bem como qual é a clientela por ela assistida na área do Direito Penal e verificar quais são as ações coletivas de amparo aos apenados, e quais são os resultados dessas atividades. Ainda, aborda acerca das ferramentas e resultados da atuação da Defensoria Pública para o acesso à justiça dos assistidos envolvidos com problemas criminais, prestando assessoria e auxílio aos hipossuficientes. Os resultados obtidos com a pesquisa revelam a notoriedade dessa Instituição, uma vez que promove ações para que um maior número de pessoas seja abrangido e consiga ter acesso à informação e atendimentos especializados. Desse modo, visa garantir que as pessoas que estão passando por um processo de execução penal estejam com seus direitos garantidos e que a lei seja cumprida de forma correta. Para tanto utilizou-se pesquisa bibliográfica e documental e do método
de pesquisa indutivo, através do procedimento analítico descritivo.

The Public Defender's Office is a permanent and democratic institution, playing an extremely important role in the justice system by providing legal assistance to the needy and promoting social change. In this context, this thesis conducts an analysis
of the legal responsibilities of this institution and its role in ensuring access to justice for those with limited resources. It examines the concept, historical evolution, and movements that have contributed to the development of access to justice, recognizing it as a fundamental right of individuals. It also addresses the constitutional and legal history of the Public Defender's Office, its institutional principles, and the functions it performs in the legal context of Brazil. Finally, the aim of this work is to understand how the Public Defender's Office of the state of Rio Grande do Sul works to promote access to rights for inmates in the state. It seeks to understand the importance of access to justice and equal justice, especially in the criminal sphere, the functions of the Public Defender's Office, as well as the client base it serves in the field of Criminal Law and to ascertain what collective actions are taken to support inmates by the Public Defender's Office of the state of Rio Grande do Sul, and what the results of these activities are. Additionally, it addresses the tools and outcomes of the Public Defender's Office's efforts to provide access to justice for those assisted individuals involved in criminal issues, offering assistance and support to the needy. The results obtained from the research reveal the notoriety of this institution, as it promotes actions to reach a greater number of people and provide access to information and specialized assistance. In this way, it aims to ensure that individuals undergoing a criminal justice process have their rights protected and that the law is followed correctly. To this end, bibliographical and documentary research methods were used, along with the inductive research method, through the descriptive analytical procedure.
